Canada Fund Projects 2006-2007

A)      38-10-BH-109: Immigration Department Capacity Building in Bhutan.

Project Description:

The project aims to strengthen the capacity of the Department of Immigration by training its staff which will  contribute towards professionalism in the delivery of immigration services. The project will assist in in conducting training of trainers training within the country and expose immigration officials/staff to other immigration systems 
including the Canadian immigration system. It will also seek to develop a closer relation between the Bhutanese and the Canadian immigration system through the exchange of information and best practice norms.

The foremost activity of the project would involve developing and instituting a training program at the Royal Institute of Management (RIM) for the immigration staff and officers. After instituting the training program a training of trainers workshop will be conducted followed by a training with the immigration inspectors. 

The workshop will also help to develop a training manual/curriculum for the training of immigration inspectors. The project will also focus on conducting such workshops at regional and national level by involving stakeholders like officials from relevant organisation, business community and the general public.

B)38-10-BH-110: Development of Civics Curriculum for Bhutan

Project Description:

The project seeks to develop a framework for Civics education in Bhutan and write textbooks and supplementary texts. 

The main aim is to incorporate elements of constitution in the school curriculum which will help Bhutanese students to understand Democratic Constitutional Monarchy better and participate in the in the new system later. The project will assist the Curriculum and Professional Support Division (CAPSD) of the Ministry of Education to write textbooks for 
classes XI & XII and supplementary texts for class VII & VII in the context of Democratic Constitutional Monarchy in Bhutan. 

The English version of the textbook will also be translated into Dzongkha. There will be a teacher's orientation of the textbooks after which they will be taught in the schools. This will be followed by school visits by the concerned officials to provide professional support and conduct the impact study.

C)38-10-BH-111: Governance Under Decentralized Process in Trashigang Dzongkhag.

Project Description:

As General elections are being held for the first time in Bhutan in the start of 2008, the change to Parliamentary Democracy is a huge undertaking for the government of Bhutan and requires a great deal of public education at all levels. 

The Election Commission of Bhutan is guiding the process and has developed educational resource materials. The Dzongkhag  Election Officers are organizing the election education in each of the Dzongkhags.

This particular project aims to educate the general public of Trashigang Dzongkhag on election procedures as well as the importance of voting. Overall the project aims to build awareness about the new system of government i.e. Parliamentary Democracy, educate public on election procedures, train the electoral assistants and build capacity of the general public in making a good choice.
